    MySkills Scheme Terms and Conditions

    7.0 Definitions

    For the purposes of these Terms and Conditions, the following definitions shall apply:

    1. ‘Applicant’ means a natural person who submits an Application under the MySkills Scheme in accordance with these Terms and Conditions.
    2. 'Application’ refers to the official request submitted by an individual to Jobsplus to participate in the MySkills Scheme, including the application form and supporting documentation.
    3. ‘Course Catalogue’ refers to the official list of eligible training courses approved and maintained by Jobsplus under the MySkills Scheme.
    4. ‘Primary Employment’ means the Applicant's main economic activity, as determined by Jobsplus based on income derived, hours worked, National Insurance contribution records, and any other relevant documentation.
    5. 'Structured Training' means the theoretical component of an eligible training course, excluding any examinations, assessments, assignments, or placements.
    6. 'Training Provider’ refers to the entity, organisation, or institution delivering the eligible training course, as listed in the Jobsplus Course Catalogue.
    7. 'Application Date’ refers to the date and time a completed Application is successfully submitted through the Jobsplus online portal.
    8. 'Training Start Date’ refers to the first day of Structured Training delivery as officially scheduled by the Training Provider.
    9. 'Training End Date’ refers to the official course completion date as evidenced by the Certificate of Achievement. This is determined by the end date explicitly stated on the document. In instances where the certificate only specifies a month and year, the Training End Date shall be deemed the last calendar day of that month.
    10. ‘Scheme Duration’ means the period starting from the earlier of the Application Date or the Training Start Date, and ending on the Training End Date.

     

    7.1 Scheme Overview

    The MySkills Scheme is administered by Jobsplus and aims to promote lifelong learning and workforce adaptability, support Malta’s National Employment Policy and the EU Skills Agenda, and remove financial barriers to training and education.

    The Scheme provides financial assistance to Applicants undertaking eligible courses, supporting personal and professional development.

    Applications must be submitted on or before the final day of Structured Training with the Training Provider (as defined in Section 7.0.5). For the avoidance of doubt, this deadline is determined by the last day of classroom/theoretical delivery, regardless of any subsequent examinations or assessment periods. Late Applications will not be accepted. The Training End Date, as determined by the Certificate of Achievement, is used solely for reimbursement eligibility and claim deadlines and shall not extend or modify the Application submission deadline under any circumstances.

    Following submission, Jobsplus will conduct a preliminary verification to ensure that all required information and documentation have been correctly submitted. Submission of an Application does not constitute automatic approval or entitlement to reimbursement. Full eligibility and grant calculation will occur at the reimbursement stage, following submission of the Certificate of Achievement.


    7.2 Who Can Apply

    To be eligible to apply, Applicants must be at least 15 years old and legally residing in Malta.

    Individuals whose Primary Employment is self-employment are not eligible.

    • Individuals aged 15 or 16 years will need to provide a copy of the School Leaving Certificate.
    • Persons aged 65 years or older must be in employment and remain so for the entire Scheme Duration to maintain eligibility.

    Non-Maltese nationals are eligible to apply, provided they hold the necessary residency or citizenship status. Third-Country Nationals (TCNs) must hold a valid residence permit covering the entire Scheme Duration.

    If an individual has multiple employments, including self-employment, they must provide the latest FS3 or National Insurance Contributions receipt for Jobsplus to verify their Primary Employment status.

    Other ongoing requirements that must be followed by Applicants for the Scheme Duration (including any period prior to the Application Date where the Training Start Date precedes the Application Date):

    • Must not engage in self-employment as their Primary Employment
    • Must not be employed with the same Training Provider delivering the course

    Failure to meet any of these requirements will result in non-eligibility for the Scheme and the right to claim reimbursement forfeited.


    7.3 Course Eligibility and Payment Conditions

    The selected training course must be listed in the Course Catalogue maintained by Jobsplus.

    The final cost of the training paid by the Applicant must amount to at least €100, excluding VAT.

    Applicants are not eligible to apply for courses that are mandatory by law, including those required for entry into, or continued practice within, a regulated profession, or those undertaken, in whole or in part, to satisfy Continuous Professional Development (CPD) obligations.

    All training must be undertaken voluntarily for personal upskilling and professional development, and not as a result of direction, referral, or mandate from an employer or any other third party.

    The full, documented cost of the training must be borne and paid by the Applicant. If it is determined that the Applicant’s employer contributed towards any part of the cost (e.g. via study funds, training allowances, reimbursement, or any direct financial contribution), the Application shall be deemed ineligible.

    Applicants must submit a complete course schedule indicating the dates of delivery of all sessions. The sessions pertaining to the Structured Training must align with the declared start and end dates provided in the Application. Incomplete or inconsistent schedules will result in rejection of the Application.

    Proof of payment must be provided in the form of an official receipt issued by the Training Provider. The receipt must include all of the following details:

    1. The Training Provider’s name and logo (if available);
    2. Receipt number or reference;
    3. Date of issue;
    4. The Applicant’s name and surname;
    5. The total amount paid, including any applicable VAT;
    6. The remaining balance (if applicable); and
    7. A description of the service rendered, including the course name.

    Receipts that do not meet these requirements will not be accepted. In such cases, Applicants must submit a declaration using the official template provided by Jobsplus, duly completed and signed by the Training Provider. It is the Applicant’s responsibility to obtain and submit this declaration; Jobsplus will not request it on behalf of the Applicant.

    Bank statements are not accepted as proof of payment.

    If Jobsplus identifies missing documents or requires clarifications, the Applicant will be notified by email and must provide the requested information within seven (7) calendar days. It is the Applicant’s responsibility to regularly monitor their email inbox, including spam or junk folders. Failure to respond within this timeframe may result in the Application being deemed ineligible and subsequently rejected.


    7.4 Reimbursement Process

    Applicants who pass the preliminary verification will be notified by email, which will include instructions and a link to submit their claim for reimbursement. This step can only be completed once the Certificate of Achievement has been received. At this stage, Applicants must upload the Certificate, the Financial Identification Form, and any remaining proof of payment.

    An eligibility check will be carried out, including verification of the Applicant’s overall employment status throughout the Scheme Duration. If an Applicant is employed (excluding self-employment) at the time of application, their reimbursement is capped at 80%, even if they later become inactive or unemployed. Likewise, if an Applicant starts unemployed or inactive but enters employment, the reimbursement shall still be capped at 80%. Only Applicants who remain unemployed or inactive for the entire Scheme Duration are eligible for 100% reimbursement.

    Applicants with interests in one or more businesses at the time of claiming reimbursement must also submit a De Minimis declaration indicating any other aid received as a single undertaking under the EU De Minimis Regulations.

    The grant will be confirmed only after all necessary checks have been successfully completed and Jobsplus has determined the final eligible amount. The maximum grant value of each claim shall be capped at €5,000.

    Reimbursement will be processed to a bank account registered in the Applicant’s name; joint and foreign accounts are also accepted.


    7.5 Deadlines, Rescheduling, and Claims

    All training courses must be completed by the 30th June 2029.

    Applicants may reschedule their training course end date; however, any changes cannot extend the course beyond one (1) year from the original end date of the Structured Training declared in the Application, or 30th June 2029, whichever is earlier. In such cases, Applicants must inform Jobsplus immediately and provide a copy of the updated schedule.

    While eligibility is initially based on the course schedule submitted during the application stage, the Training End Date is determined only upon submission of the Certificate of Achievement. If the date on the Certificate shows that the Application was submitted after the course had already ended, or if it exceeds the permitted rescheduling limits, the Application shall be deemed ineligible.

    Claims for reimbursement must be submitted within six (6) months from the Training End Date. Any claims submitted after this deadline will be rejected.


    7.6 Funding Restrictions

    Applicants may not claim or receive reimbursement for training costs that have already been funded, in part or in full, by any other source, including ESF or national funds or sponsorships granted by respective employer.


    7.7 Verification and Compliance

    Jobsplus reserves the right to request additional information or supporting documentation at any stage of the Scheme. This includes verification that the selected training course is not mandatory for a regulated profession or for CPD purposes, and that participation is voluntary. Applicants are required to provide accurate and truthful declarations regarding the nature of their training. Any false or misleading information may result in disqualification from the MySkills Scheme or denial of reimbursement. Jobsplus may also seek guidance from relevant authorities to verify eligibility and ensure compliance with Scheme rules.


    7.8 De Minimis Regulations

    The MySkills Scheme is administered in accordance with EU De Minimis Regulations. Applicants who are or were self-employed (excluding the period of Scheme Duration), business owners, company directors, partners in business, or otherwise linked to a business activity at any time within the last three (3)-years prior to claiming their reimbursement must submit a De Minimis declaration. This declaration must confirm the total public aid received by them, and any linked organisations (through ownership or management) as a single undertaking, under the De Minimis Regulation (EU 2023/2831).

    Jobsplus may verify the total amount of De Minimis aid received to ensure compliance with applicable thresholds. If the Applicant or any linked entity is considered an undertaking in difficulty, the grant may not be processed.

    Failure to provide accurate or complete information may result in ineligibility for reimbursement or recovery of funds.


    7.9 Post-Reimbursement Monitoring 

    Jobsplus will continue to monitor the Applicant's employment status for the Scheme Duration even after reimbursement has been processed.

    If an Applicant's employment status changes due to the late submission of engagement or termination forms, which consequently affects their eligibility, or the applicable grant value under the MySkills Scheme, the Applicant will be requested to refund the full amount of the reimbursement received.


    7.10 Exceptional Circumstances  

    Notwithstanding any deadline or timeframe set out in these Terms and Conditions, Jobsplus may, at its discretion, extend or amend any deadline applicable under the MySkills Scheme.

    Such extensions may be granted on an individual or general basis in exceptional or justified circumstances, including but not limited to force majeure events, administrative or technical issues, or delays beyond the Applicant’s control, such as the late issuance of a Certificate of Achievement by the Training Provider.

    Any extension granted shall not affect any other eligibility requirement or condition under the Scheme, unless expressly stated in writing by Jobsplus. Applicants shall have no automatic right to an extension, and the decision of Jobsplus shall be final.

  • Part 8 of 8: Declaration by Applicant

  • Personal data provided in this application will be collected, held, and processed by Jobsplus for the purposes of administering the MySkills Scheme and fulfilling its obligations under the EU-funded project ESF+.01.195 Training for Employment. Where necessary, such data may be shared with third parties directly involved in the administration, monitoring, and auditing of the Scheme. Jobsplus will process personal data in accordance with the Employment and Training Services Act (2018), the Data Protection Act (Cap. 586), and the General Data Protection Regulation (EU) 2016/679. Applicants are responsible for ensuring that all personal data provided to Jobsplus is accurate, complete and kept up to date, and for informing Jobsplus immediately of any changes. Data subjects whose personal data is processed by Jobsplus have the right to request access to, rectification of, or, where applicable, erasure of their personal data, in line with applicable data protection legislation.
